On the Delivery/Confirm step, choose one of the store's preset Tip amounts, type a custom one, or select No Tip. Whether tips are entered as a percentage of your subtotal or a fixed dollar amount, and what preset amounts are offered, is set by the store; the store can also set a default tip percentage that's pre-selected when you arrive on the page.
