No, it is a warning only — there is no server-side block. When a venue with a Capacity is selected on a proposal, a green Capacity: N guests badge appears under the dropdown, and if the number of guests you entered is higher, an orange warning tells you by how many guests you are over. You can still save the proposal. On the website the capacity is only displayed on the venue card.
