No. The Allergens, Dislikes & Diet Preferences step is added only when at least one of these is on: allergens on profile (needs the Allergens & Dislikes module), dislikes on profile (same module) or diet-preference categories on profile. Otherwise the wizard goes straight from User Details to Subscription Settings. Likewise the Nutrition Calculator tab appears in the edit dialog only when the Macros module, macro display, the Subscriptions module, the stats page and the calculator setting are all enabled.
