Yes. The Basic Info card on the order page shows the current Status chip and, underneath it, Changed on <date/time> plus by <name> (a link to that staff member's user page) whenever the order's status has been changed at least once — for example when someone confirms payment, cancels, or refunds it. If no status change has been recorded, only the chip is shown with no changed-on line.
