Yes - it costs the same either way. Every version of Randomly Generate a Menu - on the Retail Menu, Wholesale Menu, In Store Menu, Catering, POS and Real Time Menu day pages - deducts 0.03 AI credits from your account's AI balance as soon as at least one meal is added, and logs a "Random Menu Generation" entry to your AI usage history. This is implemented twice (once for the Retail Menu page, once shared by the other menu pages) but both charge the identical 0.03 credits in the same way. On every one of these pages the Randomly Generate a Menu button is disabled if your AI balance is already below 0.03, and no charge happens if the generator finds no meals to add.
