Yes. Every catering page and report checks for the Catering module (or, for shared reports, Catering OR Proposals) before it will load — without the Catering module purchased, the Catering Dashboard, Catering Menu, Catering Settings and catering reports all redirect you back to the admin home page. Some individual settings/reports also require an additional module: Labels for the Catering Labels report (shown as "Event Labels" if you also have Proposals), Expenses for the Labor & Equipment display option on the storefront, Venues for venue-related settings, and a Base, Pro, or Enterprise plan for the "Export Catering Meals Labels" button inside the Catering Labels report.
