Yes. Two wildcard forms are recognised when the cart looks up a customer's zip:

• * alone means every zip code in the state (the edit page shows it as All zipcodes to this state).
• A prefix followed by *, e.g. 331*, matches every zip that starts with 331.

Exact or prefix entries are considered before the catch-all *, so you can list a few specific zips with their own price and keep * as the default for the rest of the state. On the admin list you can search for such entries by typing the zip followed by % in the search box.
