Yes, on the Business: Cart config tab (separate from the Catering Settings page): Catering: Item Minimum per Checkout and Catering: Amount ($) Minimum Value (excluding tax). If a customer's catering cart doesn't meet the item count or dollar minimum you set, checkout is blocked with a message telling them the minimum and how much more they need to add.
