Yes. If no contract is attached, clicking Send Proposal first shows the No Contracts Attached warning with Send Anyway and Cancel. Choose Send Anyway to continue to the email modal; the customer will then be able to Accept directly without signing. If you'd rather require a signature, cancel, go to Docs & Contract, add a contract with Require signature, and send again.
