Yes, but only from Sprwt's Stripe payment page (open it via Refunds $X on the order — this needs the Stripe Payments permission): pick Custom for Refund Type, choose Digital Wallet or the card as the Refund Method, and enter the amount. Sprwt checks that the amount, added to what was already refunded through that method, does not exceed the order total — otherwise it replies You can only refund $X with the method selected!. A custom amount that brings the refunded total to exactly the full order amount turns the status into Total Refund; anything less gives Partial Refund. Amounts of zero or less are rejected. The order detail page itself only offers full-order and per-item refunds to the digital wallet — there's no custom-amount option there.
