Yes. In To (target) enter the full address starting with http:// or https:// (e.g. https://other-site.com/path) and the visitor is sent off-site with the chosen 301/302 status. Relative targets (/pages/…) stay on your site. Targets on a different domain are exempt from the loop checks (same-URL and back-and-forth redirect checks) that apply to internal ones; a full URL that points back to your own domain is still checked like a normal internal target.
