No — there's no merge or delete function for user records anywhere in the admin panel. The only way to disable an account is to suspend it (turning "Is Active?" off on their profile, or using the Suspend action from the Users list). If a customer has duplicate accounts, you'll need to manually consolidate data (orders, balance, notes) by hand and suspend the extra one.
