No. In the current version the calendar is read-only: cards can be hovered for details and clicked through to the proposal, but they cannot be dragged. To reschedule, open the proposal (Go to Proposal in the hover pop-up) and change its event date and Event Time; if it is at a venue the availability check runs again on save.
