Only if the store has the Meals Customer Modifiers module enabled at all — without it, customization is blocked outright regardless of plan. When it's enabled, the store's Modifiers Settings (Client Config: Business: General) controls what you can do: None, Notes, Recipe Swaps, or Notes & Recipe Swaps — though the Recipe Swaps options only exist for stores on a Base/Pro/Enterprise plan, and on those plans ingredient swapping is available even if the setting is left on "Notes." When swaps are available, each eligible ingredient's swap options and any price change are shown before you confirm. If the meal you're editing has no swappable ingredients and the store's setting is "Recipe Swaps" only, you'll see "Sorry this Option is Not Available for this Meal."
