Yes, but they work independently. A member is a normal customer, so an admin can put the member (or the manager) on a Membership Plan from their profile. Member-plan coupons are then checked against whichever person the cart is for — if the manager buys for a member, the member's plan must match the coupon, not the manager's. There is no automatic inheritance: putting the manager on a plan does not put their members on it.
