Lists are primarily for campaign targeting (the Lists category in the Send to / Don't send to pickers). Flows do not start from a list – they start from a customer event – but the List Action block can be placed in a flow to add or remove the enrolled customer from a list, and you can later run campaigns to that list. Note the caveat on List Action execution in the current version (see the List Action question).
