Yes. States (name, abbreviation, country, Tax % and input mask) are global to your whole account and are not tied to a kitchen. What is per kitchen is the Tax Calculation System choice on the state form (it is labelled per-kitchen) and the zip codes / delivery rates, which are always managed for the kitchen currently selected in the admin.
